The chords are Bb - Gm (verse), then Cm - Ab (chorus).

Play them thus:

In fact, the Gm is more of a Gm7 that resolves to Gm (in tune with the
la-la-la-la-las), but it's a pig to play that and sing the words (which don't
really scan properly) at the same time, so I don't bother. It sounds okay.

NOTE: At last, the complete correct words! I can't understand a thing
Paul Weller ever says, but luckily I have the lyric sheet from "Sound
Affects". P.S.- does anyone have the words for "The Bitterest Pill"? I
kind of figured out the guitar but I don't have the slightest idea what
he's saying.
